Provides learning and educational opportunities to children in Jefferson and Clallam counties. Offers Early/Head Start and ECEAP programs for low-income families, provides parenting classes, and medical referrals.
The Early Childhood Services at OlyCAP are focused on addressing the needs of families with children age five and younger. Preschool, early childhood development, child care and family support services are offered at sites throughout Clallam and Jefferson counties. Children enrolled receive a developmental screening, an individualized learning plan, at least two meals each day and an active learning experience on days they attend the center. In addition to children services, each family enrolled receives support in accessing medical and dental care for their child, parenting education, home visits and help with finding needed services or resources in the community. ### Head Start/Early Head Start Head Start and Early Head Start programs promote school readiness by enhancing the social and cognitive development of children through the provision of educational, health, nutritional, social and other services to enrolled children and families. The program strives to engage parents in their children’s leaning and help them in making progress toward their educational, literacy and employment goals. Additionally, the Early Head Start program promotes healthy prenatal outcomes, promotes healthy family functioning, and strengthens the development of infants and toddlers. ### Early Childhood Education and Assistance Program (ECEAP) The Early Childhood Education and Assistance Program is a whole-child, family-focused pre-school program designed to help low-income and at-risk children and their families succeed in school and life. Because of the many factors that affect a child’s learning ability and development, ECEAP has four interactive components. Alexandria’s House is a transitional living facility for pregnant and parenting teenagers and their babies. The home has five furnished bedrooms, three bathrooms as well as shared kitchen, living and laundry facilities. Alexandria’s House offers comprehensive case management and 24-hour staff supervision and is licensed by the state of Washington

Helps pregnant and newly parenting women prepare for delivery and parenthood.
Helps pregnant and newly parenting women prepare for delivery and parenthood with a series of classes. Lessons include topics such as Understanding Pregnancy, Labor and Delivery, Postpartum, Infant Hygiene, Infant First-Aid and Getting Your Baby to Sleep. At each weekly appointment, clients will meet one-on-one with a trained peer mentor for one hour. With each lesson that is completed, clients will earn “baby bucks” for supplies such as diapers, wipes, clothing and blankets.

Partners first-time moms with a home visitor to support a healthy pregnancy. To enroll, must be less than 28 weeks pregnant, meet low income requirements and live in Spokane County. A specially trained nurse will visit clients throughout the pregnancy and until the baby is 2 years old.

Helps African American fathers increase involvement in the lives of their children. Specialized programs available for fathers with children in out-of-home care, fathers 18-24, and fathers involved in the criminal justice system.
Father Engagement:
Provides fathers with information about the child welfare systems, the courts, child support, and to increase parenting skills. Engages the fathers of children who are placed in out-of-home care and increases the father’s involvement in the lives of their children.
Fathers in Transition:
Assists African American fathers who have been involved with the criminal justice system by providing employment and housing so they can positively impact the lives of their children and the community. Case managers and peer mentors meet with fathers weekly to provide support, community resources, housing and employment. Must also participate in Father Engagement.
Young Bulls Fatherhood Academy:
Weekly support services include one-on-one case management, life skills coaching, and workshops that provide access to and information about community resources, housing, employment opportunities, apprenticeship programs, and behavioral health services. Also supplies basic needs such as gas cards, food, bus passes, diapers, wipes and clothing.

The program is offered for free and childcare is provided.
The Incredible Years: Offers weekly group meetings for parents where they learn about building strong relationships with their children using play and praise, as well as effective discipline strategies. Free childcare is provided during the parenting education program.
