Provides human and health services with basic needs, mental health, transitional housing, housing programs for literally and chronically homeless households, and family support services.

Programs that pay all or a portion of the electric service expenses of people whose electricity has been or is at risk of being shut off including any reconnection fees that may apply. Also included are non-emergency programs like those funded through the federal Low Income Home Energy Assistance Program (LIHEAP), also referred to as LIEAP or HEAP in some states, that provide home energy assistance, generally in the form of a credit, for low-income households that apply. The assistance is usually available once per calendar year (or heating season). Electric service payment assistance programs may have age, income, disability, need or other eligibility requirements.

Electric Service Payment Assistance

Programs that maintain lists of individuals who are available to serve as care/case managers and which link individuals who are in need of this service with appropriate resources. Care/case managers develop plans for the evaluation, treatment and/or care of individuals who, because of age, illness, disability or other difficulties, need assistance in planning and arranging for services; which assess the individual's needs; coordinate the delivery of needed services; ensure that services are obtained in accordance with the case plan; and follow up and monitor progress to ensure that services are having a beneficial impact on the individual.

Case/Care Management Referrals

Programs that provide clothing for people who need it. Available items depend on what has been donated and is on hand at any given time. The collection may include but does not specialize in children's clothes, work clothes, maternity clothes and shoes.

General Clothing Provision

Programs that provide financial assistance to purchase necessary prescription drugs for people who would be in an emergency situation without assistance. Also included are programs that reimburse individuals for their prescription expenses, usually on an annual basis. Prescription expense assistance programs may have age, income, disability, need or other eligibility requirements.

Prescription Expense Assistance

Programs that coordinate access to outpatient mental health services and/or psychiatric hospitalization and residential treatment facilities in a community by evaluating the nature and severity of an individual's mental health condition, determining which service response would best meet the needs of the patient, doing an eligibility assessment, and providing a referral to (or facilitating placement in) an appropriate program or facility. Mental health triage services may be located in an emergency department, community mental health service, call center or co-located with other specialized mental health services

Central Intake/Assessment for Mental Health Services

Programs that provide extended shelter and supportive services primarily for homeless individuals and/or families with the goal of helping them live independently and transition into permanent housing. Some programs require that the individual/family be transitioning from a short-term emergency shelter. The length of stay varies considerably by program. It is generally longer than two weeks but typically 60 days or more and, in many cases, up to two years or more. The supportive services may be provided directly by the organization managing the housing or may be coordinated by them and provided by other public or private agencies. Transitional housing/shelter is generally provided in apartment style facilities with a higher degree of privacy than short-term homeless shelters; may be provided at no cost to the resident; and may be configured for specialized groups within the homeless population such as people with substance use disorders, a mental illness, AIDS/HIV, who have experienced domestic violence and/or veterans. In some cases, a "transition in place" option allows families to continue living in the same complex (if not the same unit) where their transitional housing unit is located when they are ready to move to permanent housing. In other cases, the permanent housing option is either public housing or private rental housing supported by a tenant-based voucher subsidy. Included are post-domestic violence shelter housing programs that make affordable rental housing (or other accommodations) available to women, generally those who are coming directly out of a domestic violence shelter or other crisis shelter, often in apartment complexes owned by the shelter; and programs that provide transitional housing and support services for other targeted groups such as military and veteran families and others who need a temporary supportive living environment to maintain stability and begin to thrive.

Gas Service Payment Assistance

Programs that provide a wide variety of social services that are designed to support the healthy development of families, improve family interaction skills and help fragile families to resolve their problems at a pre-crisis stage before they become unmanageable.  Services may be center-based or provided on an outreach basis to families who are initially reluctant to seek support and generally target the specific needs of a particular community.  Included may be self-sufficiency programs which help families break the cycle of poverty by addressing the barriers to self-sufficiency; early child development and school success programs; programs which address the needs of teen parents; programs which target parents at risk for becoming abusive; programs for families with children who have special developmental needs and programs that focus on the maternal and child health care needs of first-time, expectant women whose babies are at high risk for low birth weight and infant mortality.

Family Resource Centers/Outreach

Provides emergency shelter, transitional housing, crisis 24-hour domestic hotline, legal advocacy, women's support groups, advocacy-based counseling, children's programs, and housing services for victims of domestic violence and their children.

Provides a safe shelter, support, and resources to empower survivors of domestic violence.

Programs that provide individual, conjoint, family or group treatment for individuals who are being physically, sexually and/or emotionally abused by their partners, and/or for perpetrators. Included are programs that provide therapeutic interventions for married couples, people who have live-in mates and/or gay and lesbian couples who are experiencing problems with abuse.

Spouse/Intimate Partner Abuse Counseling

Programs that help adults obtain an order from the police or the courts that protects them from abuse or threats of abuse from a current or former spouse, boyfriend/girlfriend, someone they have a child with, someone they live with or someone they are related to through blood or marriage. Included are emergency protective orders that police can obtain from the court to provide immediate protection to an abused family member for five to seven days until an application for a temporary restraining order can be made in court; longer-term temporary restraining orders issued in civil court that forbid contact with the protected person until the propriety of granting a permanent injunction can be evaluated; permanent or after-hearing restraining orders that make a short-term injunction granted in the temporary restraining order permanent (or specify the amount of time they will remain in effect); and criminal temporary protective orders which apply in situations where an abusive individual has been arrested and faces trial.

Domestic Violence Protective/Restraining Orders

Programs that provide temporary emergency shelter for individuals, primarily women, who have experienced domestic violence/abuse, and for their children. Such facilities usually provide in-house individual, group and family counseling and the full range of secondary services related to domestic violence including referral to appropriate resources. Also included are similar facilities for battered men and those that can accommodate both men and women, where they are available.

Domestic Violence Shelters

Programs that provide emotional support, information and guidance in a variety of settings for individuals and families who are attempting to deal with their fears, their feelings of being violated and other negative aftereffects of being burglarized, robbed, assaulted or otherwise victimized. Also included are programs that provide counseling for people who have been traumatized by witnessing an act of violence.

Crime Victim/Witness Counseling

Programs that assign a staff member to assist people who are looking for housing to survey the available residences and to choose and obtain the most suitable option.

Housing Search Assistance

Mutual support groups whose members are individuals who have been involved in physical or emotional abuse by a spouse or other partner. The groups meet in-person, by telephone or via the Internet; provide emotional support, information and resources for those who participate; and may be structured for victims of domestic violence, those responsible for battering them, or for adults or adolescents who as children were traumatized by witnessing violence in their homes.

Domestic Violence Support Groups

Programs that provide information and guidance and/or representation in court proceedings for individuals who have been abused in an intimate relationship and/or for people who are facing a summary conviction offence or criminal charge for perpetrating abuse. Included are domestic violence law clinics and other legal assistance programs that represent victims of domestic abuse at restraining order hearings or in other civil or criminal actions involving charges against an abuser. Most also represent the person's interests in complexities that arise as part of the legal process such as restitution, payment of debts or child support, custody and visitation and property control. Some programs may also represent victims of domestic abuse who have been charged with a crime and/or handle cases involving accusations of child abuse filed by one parent against the other, abuse of an elderly person by an adult child or abuse of an adult child by a parent.

Domestic/Family Violence Legal Services

Programs that intercede on behalf of individuals to help them establish eligibility for or obtain needed services when they have been denied benefits or services for which they are eligible, when they need assistance to communicate their needs to a service provider or to otherwise effectively represent themselves, or when they have a complaint about a service. Individual advocacy attempts to reach equitable settlements without resorting to litigation and seeks to meet individual needs without attempting to change social institutions.

Programs that accept used cellular phones including smartphones, refurbish them if necessary, adapt them for special uses, as desired, and keep them for use in their own program or donate them to other nonprofit organizations for their own use or for distribution to the people they serve.
